Primary Care:
Pursuant to Florida law, county residents below 100% of the federal poverty level, FPL, are entitled to free primary and prenatal care. See, Fla. Stat. 154.011 generally and Fla. Stat. 154.011(1))(c)(7); and Fla. Admin. Code R. 64F-16.006(1)(a).
In Orange County, that care is provided through the Jackson Health System (JHS). This link provides information on how to apply for free or reduced cost care.

In addition to primary and prenatal care through JHS, uninsured country residents can seek care through federally qualified health centers (FQHCs). Financial Assistance at Hospitals:
Financial assistance is available to patients who have limited or no resources to pay for emergent or medically necessary services and applies to bills from Orlando Health Hospitals and employed physicians.
