In Florida, Dual Eligible Special Needs Plans (D-SNPs)—a type of Medicare Advantage Plan—serve 610,000 residents, representing 64% of the state’s dually eligible population for Medicare and Medicaid. While D-SNPs are designed to address integration challenges between these two programs, it is unclear if they consistently deliver on the promise of improved care quality for enrollees. Therefore, it is crucial for advocates to stay informed and actively engage in shaping the care delivery of D-SNPs, both to hold plans accountable for providing high-quality care and to support beneficiaries in making informed enrollment decisions.
Justice in Aging, a national organization committed to fighting senior poverty through legal advocacy, will offer three trainings to enhance the knowledge of Florida advocates on D-SNPs and Medicare-funded nursing facility care.
1. October 2 – Legal Basics: Medicare Parts A, B, and C: This session will provide a foundational overview of Medicare Parts A, B, and C and equip advocates with essential knowledge of Medicare eligibility, coverage, and payment rules. This training will lay the groundwork for a deeper dive into D-SNPs during the second training.
2. October 9 – Navigating Dual Eligible Special Needs Plans (D-SNPs): Must-Knows for Florida Advocates: This session will focus specifically on D-SNPs, covering their structure, regulatory framework, and key aspects of Florida’s dual-eligible population. Attendees will be guided through frequently asked questions, empowering them with the tools needed to better assist their clients.
3. October 16 – Nursing Facility Resident Rights in Medicare “Short-Stay” Rehabilitation: This session will present the law and advocacy strategies that can protect Floridians when they are in a nursing facility under Medicare reimbursement. The session will address improper denial or termination of Medicare coverage, transfer within facilities, evictions, and related topics.
