Medicare is a federal health insurance program that is a primary source of coverage for adults 65 and over as well as certain individuals with disabilities. Medicare is not means-tested but does have out-of-pocket costs. Invididuals eligible for Medicare Savings Programs can have their Medicare premiums, and possibly other expenses, covered by Medicaid.
